Which requests are classified under pending submissions?

For a request, a unique request/item ID is only created when:

1. User saves the request in draft
2. User tries to submit the request but due to failure of synchronous action nodes, the request does not submit successfully.

Pending submissions/Draft Requests web-view

1. This web-view is a part of the primary workflows web-view.

2. The user can view the requests which are pending successful submission.
