   1. At a step level which all forms should be visible to the assignee/s
   2. At a form level for a step, which all fields for the assignee/s should be:
      1. Read only
      2. Editable
      3. Hidden

Use case

As a requester, an employee has filled out the self-appraisal & manager review form. The workflow further moves to manager for review/inputs on self-appraisal. But, manager should not view the manager review form details.
